September 16, 2025 – UN – The independent commission of inquiry of the United Nations Human Rights Council publishes a report, following an in-depth investigation, stating that Israel has committed and continues to commit genocide in Gaza.

The Independent Commission of Inquiry on the Occupied Palestinian Territory publishes a “Legal Analysis of Israel’s Conduct in Gaza under the Convention on the Prevention and Punishment of the Crime of Genocide”. Five activities fall under this crime:

• Killing members of a group.
• Causing serious bodily or mental harm to members of a group.
• Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part.
• Imposing measures intended to prevent births within the group.
• Forcibly transferring children of the group to another group.

The Commission concludes that Israel is carrying out the first four aforementioned activities. It “has committed and continues to commit genocide”. Its report issues three sets of recommendations:

• To the Israeli government.
• To all member states (of the UN).
• To the International Criminal Court.
